The Secretariat

IRGC’s staff, headed by IRGC’s Managing Director and located in Geneva.

The Secretariat comprises IRGC’s staff. Headed by IRGC’s Managing Director and located in Geneva, the Secretariat undertakes the day-to-day management of the foundation and is responsible for the execution of the tasks delegated to it by the Board and the Scientific and Technical Council, including support to projects and the organisation of events hosted by IRGC.

Managing Director
Marie Valentine Florin graduated from the Institut d’Etudes Politiques in Paris in 1980, and then achieved a post-graduate diploma in marketing strategy from the same institute. She spent the first part of her career in an international socio-cultural research and marketing consulting firm, acting there as group finance director and chief operating officer. More recently, Marie Valentine studied sustainable development and environmental diplomacy. Before joining IRGC, she was working as a consultant on promotion and implementation of sustainable development and corporate social responsibility programmes.

Diane Boulay
Diane Boulay
Project Manager
Diane Boulay holds a Masters degree in International Educational Administration and Policy Analysis from Stanford University in California and BA degrees with distinction from Colby College in Maine. Following a background in foreign language teaching, she moved on to educational research and most recently worked as project manager on higher education reform at the Centre for Higher Education Development (CHE) in Germany.

Project Manager
Belinda Cleeland holds a BSc in Biochemistry, molecular biology and genetics, and a BA with 1st class honours in Political Science and French from the University of Melbourne, Australia. She has previously worked as an academic research assistant and project officer in French studies, Political Science and European studies at the University of Melbourne, and completed her Masters degree in International Affairs at the Graduate Institute of International and Development Studies, Geneva

Corine Devanthéry

Corine Devanthéry holds Masters in Ethnology and Sociology of migrations from the Université Paris 7 and URMIS/CNRS, where she focused her interests on the Vietnamese society. She also studied Information Science at the Geneva School of Business Administration and holds certificates in web technology. She has worked for International Organizations and NGOs in the web communications field. Before joining IRGC in 2011, she was working for the United Nations International Strategy for Disaster Reduction (UNISDR) in a team in charge of a web platform dedicated to disaster risk reduction.

Laurence Chatelus

Accountant Administrator
Laurence Chatelus holds diplomas in accountancy and secretarial skills. She previously worked as an accountant and secretary for international companies from different sectors in Lyon, where she was living until 2002. Then, she moved to Haute-Savoie and worked in Annecy and Geneva.
